So, pete steele added tweeter horns to his peavey 3620 bass cabs.
How does one do this? Passive crossover?

Yes crossovers are the right way to do it although it's not necessary because the tweeter will just leave the lows out anyway. But having the crossover makes the system cleaner, not to mention some crossovers let you select the frequencies that will go to the tweeter.
I have mixed feelings about it. In one hand, it might help a bit on the cab itself, since most bass speakers stop at around 4k so having the tweeter helps with overtones.
But on the other hand, a good DI output would do basically the same thing as far as the FOH sound goes so

I always turned off the tweeter on the old SWR cabs. They added a high pitched squeal that bugged me. It would certainly help if you could choose the frequency.
