So these earlier JCM2000s with "bad" boards, Marshall didn't do anything about them, and today one has to replace the board by themselves?

Marshall issued a revised board in late 2001 and covered the repair for the original owners under warranty. But many amps did not fail way past the warranty or after the original owners had sold it. It's no big deal, it's a $40 part and any tech can do it for a minimum shop charge,

No, no, that's the entire main board. There are no issues with the main board. Ahh, just the bias board. Eek, I'd still be reluctant to get a JCM2000 for this. I wouldn't worry about it. This happened with a limited amount of amps and it's not an issue that would appear 23 years later. By now, if you get a JCM2000 and it's working, it's either been fixed or it never had the issue.
These amps are the most popular backline in festivals, gear rentals etc... they're not falling apart.
